gpgtar not building on limited macos environment

I couldn't build gpgtar because of the error pasted here:

I was told by others that libintl is required, and does not exist for my 
environment (32-bit intel MacOS 10.6.8) and I could not find a path 
forward, so I built without gpgtar for now.

I understand that compiling things in macOS requires a complete install of 
500 GB of developer tools, and since I didn't have enough space I have 
been getting by with homebrew (the package manager not the beverage) 
except for things like this.

I can also tell you that I could not build nls because of this:

and because i couldn't install xfig (and fig2dev) i had to disable-doc

I cannot claim to have a "complete" build environment, so I am not going 
to suggest there is a deficiency anywhere but on my computer and in my 
brain.
