This looks like the Developer's Certificate of Origin 1.1 [1,2,3],
with s/open source license/free software license/.  Since free
software licenses are presumably a subset of open source licenses, I
don't understand the point of the change.  The Linux project, for
which the DCO was developed, is under the GPLv2 and they didn't see a
need to make the free/open distinction.  In the interest of avoiding
DCO proliferation, it would be nice if we could avoid pointless
changes.  Do you think the change is meaningful?
