Do not forget that there is a political picture as well. The ENISA is
new and they need to get the attention of politicians for raising
budgets. What is easier than to favor higher key lengths, out of a
quite fuzzy research process, to show then that the ENISA is more
trustworthy than the NIST and that they should not trust NIST results.
