This is gnupg-2.1.1 tag, so not an arbitrary git version.  I guess I'll try
installing pkg-config on the machine where it wasn't working.  Updating the
Android build to use automake1.14 is probably non-trivial :-(  Also,
automake1.14 is not available on Debian/stable or wheezy-backports:
