You must run scripts/autogen.sh before doing the./configure
--enable-maintainer-mode

script autgen.rc differs from this, having
final_info="./configure --sysconfdir=/etc --enable-maintainer-mode  && make"

No mention in the docs what the --sysconfdir is used for or what
impact this option has on build.
