Although I expected that older gpg versions are used with a current
gpg-agent, I did not expect that a non-matching scdaemon is in use.  I
think that we should enforce that the major and minor versions match and
also further a warning if the micro version does not match.

When debugging it is really cumbersome if different module versions are
used.  We can't maintain such a test matrix.  I will enhance gpgconf to
detect version mismatches and print appropriate warnings.
