[PATCH gpgme v3 5/5] tests: Add test for cancellation

* tests/gpg/t-cancel.c: New file.
* tests/gpg/Makefile.am (tests_skipped): New variable, default to
t-genkey and t-cancel.
(noinst_PROGRAMS): Add $(tests_skipped).
* tests/gpg/.gitignore: Add t-cancel.
