does gpgv.exe need to depend on gpgconf?

i'm trying to build gpgv from 2.1.x for windows as a standalone,
statically-linked artifact.

when running it with the expected arguments to verify a file, i see:

 gpgv: required binary 'C:\Users\dkg\Downloads\gpgconfig.exe` is not installed

and i get no valid response.

This appears to come from common/homedir.c, and is only on the win32
platform.

Is this intentional?  It seems like a shame to need gpgconf.exe just to
be able to run gpgv.exe, which can often be run explicitly without a
homedir.
