Clean whitespace errors in gnupg repos

I read Werners statement differently, but please correct me if I'm
wrong.  I thought the best practice is to fix whitespace issues iff one
touches the offenting lines anyway.  This way we get rid of issues
eventually while preserving relevant authorship information.
