gpgconf --launch ignores gpgconf.conf?

/etc/gnupg/gpgconf.conf is only used to modify configuration files.
Thus an admin can run the applygnupgdefault script to setup standard
configuration files for all users.  It also allows to inhibit users to
set change certain option via gpgconf (i.e. from a GUI tool).
