gpg 2.1.x can't retrieve any keys from any keyservers, gpg 2.0.x can ?

Did you install dirmmngr and can gpg access dirmmgr?   Best try do
connect directly to dirmngr:

  gpg-connect-agent --dirmngr -v
  > keyserver hkp://pgp.mit.edu
  > ks_get 4CCA1EAF950CEE4AB83976DCA040830F7FAC5991

Do you see 'D ' lines with the kext data and does it return OK?

If this all works, try the gpg command again but add the option
  --debug ipc
to show the communication between gpg and dirmngr,

Note that the keyserver helper tools from 2.0 have been replaced by the
dirmngr daemon,
