Another option: .NET 3.0 + WinForms.  It could be developed entirely on
Mono in Linux, so you'd have a Free Software buildchain, and it would
provide a good L&F without a lot of infuriating Win32 GUI calls.  And
.NET 3.0 is pretty widely supported, even on XP.
