zstd compression

It is very unlikely that new compression algorithms will be added to
OpenPGP.  Even the addition bzip2 algorithm was highly controversial and
later requests for other algorithms were all turned down.

You may use the experimental range of algorithms for zstd but that is
really experimental and should not be used for any messages which need
to be processed again in the future.
