[Announce] GnuPG 2.2.22 released

The release seems to be signed by a new key
6DAA6E64A76D2840571B4902528897B826403ADA, created on August 24, but I
could not find it on the keyservers (I tried keys.openpgp.org,
pgp.mit.edu and keyserver.ubuntu.com).

https://gnupg.org/signature_key.html has it, but not with the
cross-signed signatures.

Eventually I found it on keys.gnupg.net, so I uploaded it to several
other keyservers in turn using https://paste.xinu.at/iudpo/ due to
current issues with keyservers syncing.

My previous chain of trust included
D8692123C4065DEA5E0F3AB5249B39D24F25E3B6 which this key is in turn
signed by, the cross signatures should now be more broadly available on
the keyservers.
