GnuPG 2.4.3: ChangeLog is almost empty

In gnupg-2.4.3, ChangeLog only includes a single entry,
while doc/HACKNIG suggests that the file should be regenerated
at dist time.

Probably the distcheck rule doesn't check that correctly.
