Build requirements (was gpgmepy broken build)

Am starting to feel like gpgmepy is kind of abandonware? Maybe its time
to move on.

I note that pysequoia is readily available, has up to date python
tooling, wraps the sq rust library and is actively maintained.
So it might be good alternative for some folks.
