gnupg 2.5.22 -> 2.5.24 update breaks notmuch configure

Hi,

I've been hitting the same issue and have reverted to gnupg-2.5.24 for
now.  git bisect says the regression was introduced by:

      gpg: Preliminary support for importing some rfc-9980 secret keys.

The gpg and gpg-agent logs for just the decryption attempt show:

  2026-09-27 19:47:10 gpg[62625] decryption failed: No secret key

I can test diffs if it helps.
