Problems compuling uder DEC OSF/Digital Unix

Hi,
I'm trying to compile GPG on a DEC Alpha running OSF/Digital Unix 4.0
yoyo ~/z > uname -a
OSF1 yoyo.cc.monash.edu.au V4.0 878 alpha

If I run configure with the following command:
yoyo ~/z/gnupg-0.9.10 > ./configure --prefix /home/marcus

The last few linesfrom configure give:

I then did:
yoyo ~/z/gnupg-0.9.10 > make
I get the following message
