Even in a not-so-non-commercial university environment, you can get a
license without paying any money (but YMMV).  I'm rather happy that
GnuPG doesn't include IDEA because this makes sharing the software
easier.

Well, the Linux kernel now contains code which may only be used
together with certain devices because of software patents.  :-/
