Time zone and GnuPG

On Win32 GnuPG, how the time zone is handled?

It appears to be acting strange when I set timezone using TZ variable.
e.g. TZ=PDT-07

What I get is, assuming it is 17:24 PDT I get:

Signature made 09/01/00 07:24:39 PDT

Am I doing something wrong here?
