A little problem with german-umlaut.

Sorry, but I can't help you! But I can reproduce your observation although the value of the LANG variable doesn't seem to have an effect. I had to set LANGUAGE=german to get the german messages. OTOH the 'ö' in my user ids is displayed correctly. This is really strange. I also tested 'gpg --help' with LANGUAGE=danish, LANGUAGE=spanish and LANGUAGE=french. All language specific special characters are displayed as '?'. Finally I also tried 'wget --help' (with LANGUAGE=german) and made the same observation as with GnuPG. OTOH 'rpm --help', 'a2ps --help', 'mutt --help' and 'grep --help' display the umlauts correctly (for all these programs there are .mo files in /usr/share/locale/de/LC_MESSAGES). So some programs seem to work with gettext and others (including GnuPG) don't. Unfortunately I have no idea why.
