It is really a bug. Thanks for reporting.
GnuPG will continue to support this batched key generation, I
recently extended it with a key flags parameter so that you willbe
abletocreate a sign+encrypt RSA key which is not possible through the
Werner Koch Omnis enim res, quae dando non deficit, dum habetur
g10 Code GmbH et non datur, nondum habetur, quomodo habenda est.
