You can also use a string with the algorithm name. Using 3 is not a good choice becuase it is the deprecated id for an sign-onl RSA key. The next version will give you a chance to set keyflags for all algorithms.

The problem is that RSA key generation is disabled but GnuPG knows that it can handle RSA.
