Not that I'm aware of.  The only GnuPG mail client in Windows that
supports GnuPG that I know about is Becky!2, which is shareware,
although the GnuPG plug-in for it that interfaces directly with the
command line program is free.

Outlook Express is so full of security problems that I would not use
it at all.....
