No treal plugin, but you can use Timo's WinPT - see www.gnu.org/frontends.html. We are working on an Outlook plugin.

GEAM does this. I think there is no current tarball availabe but you can get it from anon CVS cvs.guug.de, module geam. See somewhere under www.gnupg.org for instructions (or gnupg/doc/HACKING).
