Basically, yes. You go to key-signing parties of your local
<insert-os-here>-User-Group or bug people on expos. Or you search for
people you may get your hands on using the keyserevers.
E.g. I went to LinuxTag and collected signatures from the debian people
there and I searched the pgp.net servers for uni-bielefeld.de, which
brings up people that are at my university. I then try to organize a
keysigning event.
