gnupg finds no keys

While using gnupg and gpa from the commandline i have no problems.

When is start gpa from a CDE action or from a OpenWindos menu gpa prints
the message "no keys found, do you want to create one". 
Similar ist it when i start sylpheede from xlassie (something like xbiff)
and xlassie is started form the .openwin-init. Sylpheed prints a message
that gpgme is not correctly installed and disables it. When i start
xlassie from the commandline everything works.

Help, what i'm doing wrong?
