I'm sorry, but it really isn't that simple.  I'm afraid that, without
execute permissions on the server, you will not be able to do this.  It
would seem that, if you want to send encrypted mails from your site,
that you will need to find a new hosting provider.

Sorry that I can't be more helpful, but you seem to be in very
restricted circumstances here.
