I don't know about the "can only be successful" bit, but I do believe more effort should be made to inter-operate with PGP 2.6.3. This release of PGP is very tried and trusted, as well as very well used. It is an anomaly not to fully support it. I believe full 2.6.3 support should at least be an optional (perhaps "off" by default) compile-time feature, which can easily be enabled by those who want it.
