I use this:
X-OpenPGP-Key-URL: <http://www.pobox.com/~agreene/pgp/0x6C94239D.asc>
The header makes it clear that the data is a URL. The URL is enclosed
in angle brackets, as specified in IETF standards that describe rendering
a URL in plain text.
