Actually, the best would probably be:

<a id="warning_insecure_memory">
<h3 id="q6.1">6.1) Why do I get &quot;gpg: Warning: using insecure
  memory!&quot;</h3>

...since 'name' is deprecated in favor of 'id' for identifying elements.
Small difference, though.
