Creation Date GnuPG 1.1.90 on secret key?

If I'd have had the time zone variable set with the AUTOEXEC.BAT file
would this have occurred?

This is what was in my archive files.  I have to check why Win98 is
replacing with old AUTOEXEC.BAT unless I'm making a mistake some where
when I ghost OS partition.
