Creation Date GnuPG 1.1.90 on secret key?

Rather, it's not the secret key, but the subkey. The subkey is used for
encryption, and the primary key (marked pub) is used for signing only
(because DSA cannot used for encryption).

I cannot find this key on any of the 4-6 servers that I regularly fetch
keys from.

If this line is no longer there, that might be the cause. I live in
Houston, TX, US, so I have the same time (but I'm on UTC). It depends
when you generated the key. If you generated it just on the cusp of 7:00
(12:00 if your TZ is set correctly) localtime, this might happen to be

If you can give me the pub and sub lines from this command:
gpg --fixed-list-mode --with-colons --list-key EF2178E3
then I'll be able to tell you if it's a bug or not.
