The only thing I know of is "PGP Wireless", which was a NAI product.
Unfortunately, NAI discontinued PGP, so you can't buy it any longer.

I don't know of any free (speech or cost) products to do it, though it
is theoretically possible for someone to port GnuPG to the iPAQ.
