Maybe this solves your problem...
$ mkdir someweirddir
$ gpg --homedir someweirddir --no-default-keyring --secret-keyring foo.sec --keyring foo.pub --list-keys
gpg: someweirddir/foo.sec: keyring created
gpg: someweirddir/foo.pub: keyring created
$ gpg --homedir someweirddir --no-default-keyring --secret-keyring foo.sec --keyring foo.pub --list-keys
$
