% I am strictly against any subject-mangling, no matter for what reasons.

For mailing lists, I am, too. For mail that gets sent to the moderator
to await approval, such a Subject: is not inappropriate. The mutt-users
list, for instance, does this. To wit:

  2100 N - May 14 own (152K) BOUNCE mutt-announce@mutt.org: Approval requir=
ed:
  2101 N - May 14 Maj (0.1K) SUBSCRIBE mutt-announce devendra@cadence.com
  2102 N - May 14 Maj (0.1K) SUBSCRIBE mutt-dev devendra@cadence.com
  2103 N - May 14 Maj (0.1K) SUBSCRIBE mutt-users devendra@cadence.com
  2104 N - May 14 own (2.8K) BOUNCE mutt-users@mutt.org: Non-member subm=
iss
  2105 N - May 14 ced (2.9K) Re: bounce mutt-users@mutt.org: non-member =
sub
  2106 N - May 14 MAI (42K) failure notice
  2107 N - May 14 own (129K) BOUNCE mutt-users@mutt.org: Non-member subm=
iss
  2108 N - May 14 own (18K) BOUNCE mutt-dev@mutt.org: Non-member submiss=
ion
  2109 N - May 14 MAI (0.9K) failure notice

Now, this may not be the *best* way to handle moderator mail, but it
certainly is unrelated to the list mail itself.
