It's selected as a default by Mandrake. Edit the ~/.gnupg/gpg.conf and change
the keyserver. To just get this one action done, use the --keyserver option:
$ gpg --keyserver hkp://blackhole.pca.dfn.de --send-key D7553476
I use hkp://keyserver.linux.it
