I looked into this a while ago, and I eventually found this:

It says basically "we don't do that", and it links to two bugs:

They contain some tech discussion of the problems from the POV of Evolution
programmers.  I see comments like "We don't plan on supporting the
deprecated inline-PGP since we support PGP/MIME."

Inability to read and write inline PGP is the reason I've dismissed
Evolution every time I've considered using it.
