Some, yes, since they mangle subkeys.

subkeys.pgp.net should be safe, though, and I assumed that's where
I'd gotten this key, but:

humbug:~% gpg --recv-key 16DE8D28
gpg: requesting key 16DE8D28 from subkeys.pgp.net
gpg: no valid OpenPGP data found.
gpg: Total number processed: 0

On the system where I already have Dennis's key:

uriel:~% gpg --recv-key 16DE8D28
gpg: requesting key 16DE8D28 from subkeys.pgp.net
gpg: key F53BA904: "Dennis Patrick Lambe Jr." not changed
gpg: Total number processed: 1
gpg:              unchanged: 1

Could it be considered a bug that gpg doesn't tell me it was unable
to fetch the key if I already have it?
