Hi, 
keys.se.linux.org runs on the usual ports, the webpage is available on
port 80 with links to the server interface so searching, fetching and adding 
keys is possible thru a firewall. 

This setup is probably the most common, so access to many keyservers are 
possible thru a strict firewall but requires some manual work and a pain
if you want to refresh a big keyring without a script.
