This is unlikely to be fixed.  TIGER192 is strongly deprecated as it
does not appear in the upcoming revision to the OpenPGP standard.
GnuPG still has it, but it is disabled by default.  The real answer to
this problem is to not use --enable-tiger.  At some point, TIGER192
will be dropped altogether.
