That's not true or do you have a RFC which proves your claim.
One reason for leaving spaces a the end of a line is to distinguish soft=20
linebreaks (because of word wrapping of long lines) from hard=20
linebreaks. This information could then be used by the receiving mail=20
client to re-wordwrap the quoted paragraphs in case a quoted line=20
becomes to long because of the additional "> ".
