Gnupg Help Please! Public Key Not Found

Hello all,
I have a weird problem with my gnupg (latest release).
when I do the test echo "testing" |
/usr/bin/gpg --no-default-keyring --always-trust --keyring
/var/lib/interchange/.gnupg/pubring.gpg -e -a --batch -t -r
'accounts@code.com.au' i will get the error public key not found.
/var/lib/interchange is the home dir for the user interch.
However if i go to the directory /var/lib/interchange/.gnupg and then type:
echo "testing" | /usr/bin/gpg --no-default-keyring --always-trust --keyring
pubring.gpg -e -a --batch -t -r 'accounts@code.com.au' the test works fine.
What is causing this problem? When i go to the pubring.gpg folder and test
it works, however if i am in any other directory and specify the path the
test does not work.
Any Advice would be great!
