Downloading public keys with GnuPG

First check the server for the key using the web interface, then check
it with gpg.  if gpg can't find it then, their is a problem.  Maybe your
firewall is blocking it or something!?

my key is on pgp.mit.edu for sure.  Some of the servers are flakey.
