search.keyserver.net is hopelessly broken. Don't use it. The only
keyservers that work with photo IDs are:
hkp://sks.dnsalias.net
hkp://keyserver.bu.edu
hkp://sks.keyserver.penguin.de
ldap://keyserver.pgp.com
