"Bad Key" Error when Decrypting File Encrypted with Multiple Recipients

Having a problem decrypting a file that we encrypted specifying two =
recipient keys, a partner's and our own. Same gpg executable used for =
both encryption an d decryption.
We have no problem decrypting when the file is encrypted with our key =
alone. Our partner has no problem decrypting when the file is encrypted =
with his key alone.
The following describes the problem:
>gpg --output e:\temp\file.txt --decrypt e:\temp\file.txt.gpg
