I've had a few pints so I could be way off base here, but it's possible that
your key has IDEA listed in the preferences.  So the folks encrypting to you
are only following the instructions your key is giving them.  You can check
your key preferences in gpg using a command like:

    gpg --edit-key your_keyid showpref quit

using your keyid in the place of your_keyid. of course.  I think you can get
this info from PGP in the key properties dialog, but I don't have a pgp
install handy.

If IDEA is listed, you should remove that and send your public key to your
correspondents and/or to a keyserver.
