To use keyserver websites like:

you may need to specify the keyid using the 0x prefix (marks it as 
hexadecimal), so enter:

0x0FEBCEC3

To send to a keyserver, use:
gpg --keyserver pgp.mit.edu --send-key 0FEBCEC3

(lower case letters are acceptable too).

Other keyservers I use include:
keyserver.linux.it
pgp.uk.demon.net

There are plenty more.
