gpg: can't put a policy URL into v3 (PGP 2.x style) signature

using a cleartext signature while attempting to include a policy URL or
notation data gives me these errors:

	gpg: can't put a policy URL into v3 (PGP 2.x style) signature
and
	gpg: can't put notation data into v3 (PGP 2.x style) signatures

i'm surprised to see this limitation... is that correct?

i don't see where rfc 2440 prohibits this...
