GnuPG 1.9.95 released

Hi,

I have just released version 1.9.95 of GnuPG.  This one fixes some
build problems and is expected to be the last release before 2.0.0.
Thanks to Nilgün Belma Bugüner for providing the first complete
translation (tr).

Available at the usual place:
